It is committed to addressing the various challenges that constrain growth: (i) protecting the environment and managing natural resources with simultaneous sustainable social and economic development; (ii) managing the sea level rise and changes in rainfall patterns through disaster mitigation; (iii) improving infrastructure to promote growth and private sector development; (iv) improving the quality of education; (v) improving the quality of health services which is hampered by the emigration of skilled health personnel; (vi) deepening governance and modernizing the state while building on progress already made; and (vii) preventing crime and enhancing citizen's security

Country Strategy 2008-2013: presents the strategic framework for the co-operation between the European Commission (EC) and Guyana under the 10th European Development Fund (EDF). EC assistance under the 10th EDF will concentrate on macro-economic support as well as continued support to the Guyana sea defences and coastal management.
