Cambodia joined IHP+ in 2007. It has a National Health Strategic Plan for 2008-2015. In 2006, the Government and seven bi- and multilateral development partners signed a Joint Partnership Arrangement, which is considered the Cambodia country compact. A mid-term review of the National Health Strategic Plan took place in 2011. An IHP+ Country Grant has primarily been used to support the planning and evaluation processes of the Strategic Plan, strengthen CSO engagement and support the Technical Working Group for Health.

Country Strategy paper 2007-2013: two main targets-Cambodia’s national strategic development plan and Basic education. The country strategy for 2004-2003 targeted targeted poverty in rural areas through economic development and development of the social sector – health and education.
